THE 7 IMPERIAL CONSTITUTION AMENDMENTS OF THE GREAT HANIA EMPIRE (after the Great War)
1. First Amendment: The Supreme and Unassailable Authority of the Founding Emperor
The Founding Emperor of the Great Hania Empire, Nicholas Liao Cheng, and His divine essence are acknowledged as the supreme and eternal ruler of the Empire. He, in all his forms and manifestations, holds absolute, unchallengeable dominion over the Empire and all within it. His reign cannot be overturned, nor his will contradicted, for He is the architect of all that exists, the embodiment of infinite wisdom, power, and creation.
Anyone who dares to act against His will, or seeks to subvert His reign, shall find themselves in conflict with the natural order of existence itself. Any such opposition is a personal burden and consequence, for it is their problem and their undoing.
The Great Hania Empire stands under His eternal rule, and His decree is the law by which all are bound.
2. Second Amendment: Rights and Freedoms of the Citizens
Citizens of the Great Hania Empire are granted the fundamental rights and freedoms to live with dignity and autonomy, including but not limited to:
A. The right to freedom of thought, expression, and action;
B. The right to engage in lawful business and commerce;
C. The right to bear arms for self-defense and protection;
D. The right to marriage and family life;
E. The right to the freedom of speech and expression;
F. The right to freedom of religion and belief.
However, these rights shall not be used to defy or undermine the authority of the Founding Emperor or the Empire itself. While all citizens are free to live their lives, they must do so within the bounds of respect for the sovereign rule of the Empire, which stands supreme.
3. Third Amendment: Law, Justice, and Accountability
The Great Hania Empire upholds the principles of law and order, where all individuals, regardless of their status, are held accountable for their actions. Anyone who commits a crime shall face legal trials conducted with fairness and impartiality in the courts of the Empire. The Empire recognizes the importance of due process, ensuring that no individual is wrongfully accused or punished.
If a citizen is falsely accused of a crime, they shall be acquitted immediately, and those responsible for the false accusation will be held accountable for their actions. Justice shall always prevail, and any attempt to deceive the courts will not be tolerated.
The death penalty shall not be imposed in the Empire. The power to determine the fate of individuals lies solely with the Founding Emperor, Nicholas Liao Cheng, who alone possesses the wisdom to decide the ultimate course of any citizen's life or existence.
Sentences for crimes will be determined based on the severity of the offense committed:
A. Minor Crimes shall result in proportional, less severe sentences focused on rehabilitation and correction.
B. Medium Crimes will be met with moderate sentences, where a balance of punishment and rehabilitation is applied, always aiming for the reintegration of the individual into society.
C. Heinous Crimes shall be met with severe penalties designed to protect the well-being of the Empire and ensure justice for the victims. However, the Emperor will decide on the final sentence, considering the greater good of the Empire.
All trials and sentences will be carried out with fairness, transparency, and the Emperor's guidance, upholding the core values of the Empire: order, justice, and redemption.
4. Fourth Amendment: Governance, Accountability, and the Right to Participation
The governance of the Great Hania Empire is led by a collective of high officials, mayors, ministers, and representatives who work in unison for the greater good of the Empire. These individuals serve within the Imperial Parliament House, the Imperial Congress Hall, and the Imperial Familia (which includes aristocrats, ex-family rulers, and royals) â each playing a vital role in shaping the direction of the Empire.
The Imperial Parliament House and the Imperial Congress Hall are the primary venues where debates, decisions, and laws are made, ensuring the participation of the Empire's officials in governance. These institutions are bound by law, and their members are entrusted with the responsibility of maintaining justice, order, and the well-being of the people. Furthermore, the Imperial Familia holds a distinguished place in society, serving as advisors and keepers of the Empire's noble traditions, guiding the policy-making process.
The people of the Empire are granted the right to vote, ensuring that citizens have a legal and democratic voice in selecting their representatives. However, all elections must be free from scandals, deceit, or manipulation. The integrity of the voting process shall be safeguarded at all costs, ensuring that no entity or individual may distort or undermine the will of the people.
Despite the power vested in these governing bodies, the Founding Emperor, Nicholas Liao Cheng, reserves the absolute authority to reform, abolish, or veto any of the three institutions â the Imperial Parliament House, the Imperial Congress Hall, or the Imperial Familia â should they fail to meet the Empire's needs or if their actions deviate from the principles of justice and prosperity. This authority exists to ensure that governance aligns with the eternal vision of the Empire, led by the Emperor's infinite wisdom.
Furthermore, the Empire recognizes the right of corporations, groups, and other associations to exist freely within the bounds of the law. These entities are encouraged to contribute to the prosperity and advancement of the Empire, provided they adhere to the legal structures in place.
Above all, it is declared that no one is above the law, except the Founding Emperor himself, for He is the origin of all creation, law, and governance in the Empire. All who govern and all who live within the Empire are subject to the law, with the Emperor standing as the eternal and unchallenged source of that law.
5. Fifth Amendment: Development, Labor, and Economic Freedom
All development projects, construction plans, and initiatives within the Great Hania Empire must adhere to carefully devised and well-organized regulations to ensure efficiency, safety, and sustainability. Every project, from infrastructure to urban development, must be thoughtfully executed to serve the needs of the Empire while maintaining respect for its principles of order and balance.
Workers involved in any projects shall be fully protected, with strict measures in place to prevent abuse or exploitation in the workplace. Any instance of workplace abuse, mistreatment, or violation of worker rights will lead to severe accountability, where offenders may face fines, rehabilitation, or even be stripped of their authority and position by the government. The well-being of all laborers is paramount, and any negligence toward their safety or dignity is a violation of the Empire's core values.
In the event of unfinished projects or failed infrastructures, such endeavors shall be demolished and remade to ensure they meet the high standards set by the Empire. No incomplete or substandard work shall remain in the Empire's landscape, for the strength of the Empire lies in the strength and permanence of its structures.
Economic freedom is granted to all citizens. No citizen shall be required to pay taxes, for the concept of money is rendered irrelevant within the Empire, which operates beyond the constraints of traditional financial systems. Citizens are free to choose whether to engage in employment or pursue other interests, as they are not forced into labor by any governing body. The Empire offers limitless opportunities for anyone who wishes to seek work, but no one shall be coerced or obligated to do so.
The Founding Emperor's companies and businesses are sacrosanct. No individual or entity is permitted to destroy, undermine, or disrupt the operations of the businesses and industries established or granted by the Emperor. Nicholas Liao Cheng, as the ultimate source of creation and prosperity within the Empire, holds the exclusive right to determine who may engage in such enterprises, and no action can be taken against them without His express permission.
6. Sixth Amendment: Education, Healthcare, Social Policies, Lifeform Rights, and Environmental Protection
The Great Hania Empire holds the well-being of its citizens in high regard and upholds comprehensive policies on education, healthcare, social services, lifeform rights, and environmental preservation.
Education is a cornerstone of the Empire's advancement. The Empire recognizes that a well-educated populace is essential for prosperity. All citizens shall have access to a wide range of subjects at all educational levels, fostering a well-rounded and enlightened society. The school year is structured to provide 3 to 8 hours of learning per day, with weekends and holidays off for rest and reflection. Graduation occurs when students reach 17 to 20 years of age, marking the culmination of their formal education. All schools are carefully planned, constructed, and maintained with a focus on excellence, employing qualified teachers and competent school principals who are dedicated to nurturing future generations.
Healthcare in the Empire is completely free for all citizens, ensuring the well-being of the populace. Access to medical services, including emergency care, specialized treatment, and wellness programs, is guaranteed to all. While all substances are legal within the Empire, certain dangerous substances are tightly regulated to ensure public safety. This balance between freedom and protection ensures that the Empire remains a place of both personal choice and collective responsibility.
In terms of social policy, the Empire ensures that all citizens have access to essential services, including law enforcement, medical services, and technological support, among others. All services are provided under strict regulations, and any attempt to commit crimes or violate the integrity of these services will not be tolerated. Those who break these laws will face due consequences, ensuring fairness and justice throughout the Empire.
The rights of all lifeforms within the Empire are equally respected. All beings, regardless of their origin, have the right to live and exist peacefully. The Empire employs magical means to summon cuisines and resources without the need for animal slaughter, ensuring that the rights of sentient beings and environmental harmony are maintained. This approach to sustenance reflects the Empire's commitment to compassion and ethical living for all.
Crimes against humanity and war crimes are taken with utmost seriousness. Individuals who commit such heinous acts shall be tried in military tribunals or courts, where they will face accountability for their actions. These trials shall be just and thorough, ensuring that justice is served for the victims and the Empire as a whole.
Lastly, the environment and the natural world are sacred in the Great Hania Empire. All national parks, wildlife sanctuaries, and other protected natural spaces are to be carefully guarded from harm. Any illegal actions or crimes against these spaces, including pollution, poaching, or destruction of ecosystems, will result in legal action and trials to ensure that the sanctity of nature is preserved for future generations.
7. Seventh Amendment: Foreign Policy, War, Diplomacy, and Immigration
The Great Hania Empire maintained a strong commitment to diplomacy, recognizing that peaceful and cooperative relationships with other nations are essential for the prosperity and stability of all civilizations. Any country has the right to establish diplomatic ties with the Empire, and the Empire welcomes such relations based on mutual respect and understanding. Diplomacy shall always be the priority, as dialogue, negotiation, and peaceful resolution are the preferred means of interacting with other nations.
However, should any nation choose to declare war against the Empire, the consequences will be their responsibility, and their fate will be sealed according to the Empire's divine will and the wisdom of the Founding Emperor. War is never the desired outcome, but if forced upon the Empire, it will be dealt with swiftly and decisively.
The immigration system within the Empire is fair, transparent, and respectful of individuals seeking a better life. Foreigners wishing to enter the Empire legally must go through immigration offices, where they will be checked and processed per the Empire's regulations. Those who arrive illegally, or those who commit crimes within the Empire without holding citizenship, shall be deported immediately. The Empire's borders are sacred, and the integrity of its society must be maintained.
The Empire recognizes and respects the sovereignty of all nations, and the independence of each state is honored. However, if any nation chooses to label the Empire as a threat, it will be seen as their problem to address. The Empire's existence and actions are guided by the wisdom of its Emperor, and the destiny of those who challenge its sovereignty will unfold according to the laws of the universe.
Trade is a vital component of civilization, and the Empire upholds the importance of free and open exchange with other nations. However, there are limits to what may be traded. Illegal items, such as prohibited substances, dangerous materials, or contraband, will not be tolerated in the Empire's trade networks. Only lawful goods and services may be exchanged, ensuring that trade contributes to the prosperity and security of all.
