Leo could not believe Theodore’s words for a moment; however, he realized something when he connected all the dots.

‘My parent invented the Seal Resistance Serum; however, if it were manufactured in bulk and available in the market, it would make the Slave Maker’s talent to engrave the enslavement seals useless.’

At first, Leo believed Theodore’s master to be the Slave Marker; however, when he checked for the enslavement seals on Theodore and other city leaders, he didn’t find any seals on them.

That’s why he rejected his thought regarding Slave Marker being the master of the city leaders.
