The reason why the Ancient God said that it was almost impossible for Leo to form alliances with the other World Emperors was that who would form an alliance with a world that didn't have a sponsored God?
So, the Ancient God informed Leo that he should not keep any hopes of forming an alliance with anyone.
'Forming alliances? Can I form an alliance with the higher-grade worlds?'
Leo was not surprised by the 'Alliance' things and he was also not surprised at the fact that the Ancient God was saying it was impossible to form an Alliance with other worlds.
He unconsciously asked the Ancient God whether he could form an alliance with the higher grade worlds, because, for him, Grade 1 worlds won't provide him with any help.
The Ancient God explained that he could not form an alliance with the Grade 2 or higher World Emperors directly; however, he could maintain the alliance with those World Emperors who ascended from Grade 1 to 2 or even higher in the future.
The Ancient God who was in the mist form shrugged his hands as he ended his explanation with a scoff.
Clearly, his initial impression of Leo had completely disappeared and now the Ancient God only thinks that Leo was a talented young man; however, because of his arrogance, he was never going to mature.
'Unless he stops being arrogant, he would become a powerful existence even among the Gods in the future.'
This was what the Ancient God thought about Leo before saying,

When Leo rejected that he was not going to select a god for his world, the Ancient God decided to send Leo back; however, just as he was about to do, he heard something that he had never seen someone ask such a question.

The Ancient God had felt that the Dragon World is going to either get destroyed or change World Emperors after 10 years.
The Ancient God didn't bother to waste any more time as he quickly sent Leo back to the Dragon World.
'I wonder how many of his people are going to die because of his recklessness.'
After sending Leo out of the [Heavenly Rewarding Realm], the Ancient God shook his head and muttered, 'He is just as reckless as that b*stard who got killed by the Celestial Gods. B*stards like these better die before they ascend to the Godhood; otherwise, they would only make things difficult for us.'

Leo's goal was to ascend to Godhood as soon as possible and he didn't know what type of conditions he had to fulfil to ascend the Godhood.
He felt that having a high-grade world under his control would only increase his chances to become a God.
At the same time, with the help of a high-grade world, his family and followers would become more powerful because a high-grade world increases the chances of evolution and mutation of its native beings.
'The moment I am confident in killing the peak legend-grade beings, I will ask for the Grade 2 world assessment.'
